Catherine T. MacKinnon - Executive Director Ms. MacKinnon joined the Mutual Housing Association of Greater Hartford, Inc. as Executive Director in April, 1992. Since then she has assisted the organization in developing 334 units in 8 properties and raising more than $47 million in grants and equity for these developments.
Prior to Mutual Housing, Ms. MacKinnon was Assistant Vice President at AEG Design/Build, Inc. a Hartford-based housing developer and general contractor. While at AEG, from 1985 to 1992, Ms. MacKinnon was responsible for identifying sources of financing, developing financing packages and supervision of marketing.
From 1980 to 1985, she was employed by the City of Hartford Housing Department as a Housing Counselor involved in relocation and housing production monitoring. Ms. MacKinnon holds a B.A. in Anthropology and Urban Studies from Dartmouth College and an M.B.A. from Rensselaer Polytechnic Institute.

Jose' Vargas - Director of Property Management Jose Vargas joined Mutual Housing Association of Greater Hartford in 2007 as the Director of Property Management. Previous to MHAGH he was the Director of Property Management for the Better Housing Coalition, an award winning community development corporation in Richmond VA.
Mr. Vargas is responsible for the overall management of MHAGH Property Management Division. This includes marketing, leasing, budgeting, fiscal management, maintenance functions, resident safety and compliance with all applicable laws and regulations of HUD and LIHTC housing programs.
Mr. Vargas began his career in affordable housing in 1988. He has worked for a municipal housing authority and large management companies. Jose holds certifications such as the Housing Credit Certified Professional (HCCP), Public Housing Manager (PHM), Affordable Housing Manager (AHM) and Certified Occupancy Specialist (COS). email

Cathleen Nadeau - Finance Director/System Administrator Ms. Nadeau has been with MHAGH since 1993, and is responsible for all financial management and network administration. Ms. Nadeau, who has a degree in Accounting, was previously employed as the Finance Director for the Hartford Ballet, as a Business Manager for a non-profit organization, worked at an accounting firm and owned her own business; where she obtained extensive experience in computerized fund accounting systems as well as business and financial expertise.

Marlyn Miranda - Education and Realty Services Director Marlyn joined Mutual Housing in 2002 as the Director of Housing Education Services. In the last ten years, Ms. Miranda has effectively assisted over 800 individuals and families in reaching the American dream of homeownership by providing economic literacy and homeownership education. Prior to joining MHAGH, Ms. Miranda worked for eight years as the H.O.M.E. Program Director for HART (Hartford Areas Rally Together), as an Escrow Analyst for a mortgage company and court interpreter for the State of Connecticut. Ms. Miranda has a B.S. from Sringfield College in Human Services and a M.B.A. from Walden University.

Patricia Bell - Financial Counselor Ms. Bell has been with Mutual Housing since 1999 and is currently employed as the Financial Counselor for our Homebuyer Education and Ready to Rent programs. She has been a resident of Mutual Housing since 1993 and has served on the MHAGH board, chaired her resident council, and established a variety of youth activities at her development. From 1999 - 2005, Pat was one of our Resident Coordinator's and brought immense enthusiasm and commitment to Mutual Housing and a tremendous ability to motivate and teach other Mutual Housing residents. Previous to this, she worked on a contract basis as a Clerk of the Works/Resident Liaison for the Dart Gardens, Plaza Terrace and WillowArms renovations.

Mary A. Sampson - Occupancy and Compliance Manager Mary Sampson was hired as Director of Property Managment and Resident Services in August, 2000. Through company restructuring in 2007, Mary is now responsible for occupancy and compliance standards for MHA's portfolio. Ms. Sampson comes to Mutual Housing with many years of experience in the housing field, including working for the City of Hartford as a Hartford Housing Department Counselor through the Urban Homesteading Program. She also worked as a Marketing Specialist and later as a Property Manager at Affordable Housing Ventures, Inc. Ms. Sampson holds a A.B. in Early Childhood Education from Hood College, a B.S. in Home Economics from Hood College and a M.S. in Housing and Consumer Sciences from Colorado State University.

Mary Fields - Administrative Assistant Ms. Fields joined MHAGH in 1996 and is responsible for all clerical activities, data entry and office organization. Previously, she was employed by G Fox & Co., where she developed her proficiency in many computer applications.

Brad Schide - Development Consultant Mr. Schide is an independent consultant with more than 18 years experience working in community development and planning. Previously he was employed as a project manager with The Community Builders, Inc. and the Corporation for Independent Living. Mr. Schide has worked with MHAGH on Webster Street MHA and Park Terrace II MHA in completing funding applications and acquisitions. He holds a B.A. in Journalism from Ohio University and an M.S. in Urban Planning from Columbia University.
